If by sheer chance the camera did captire something the chances of getting an arrest from it are very poor - it will just enrage you casue you will want to know why the city wasted their(your/our) money implementing a system they cannotor will not manage effectively. Chances are you will find out that the camera was pointing the worng way or even worse not working at the time.
