On Saturday morning (9th Feb) at 6:00am my dog 'complained' about some activity on Kimberley Road. On inspection I saw a young coloured gentleman pushing a red motorbike towards Wrensch Road. Something felt out of place with this scene at this time of the morning as he stopped and fiddled with the engine while looking up and down the road.
I asked the gentlemen (clean cut in a red T-shirt, blue jeans and white shoes) where he is going and if the bike was his. After ignoring me intially he replied that he is going to a friend and he continue to push. I phoned ORBIS Obs control room and informed them of this, asking them to follow up; I also called Premier Security's control room and asked them to follow up. I phoned OSBID again after a couple of minutes but by that time the individual had passed through the tunnel into Lower Wrensch Road and turning right into Strubens Road. Every few seconds he stopped to fiddle with the bike in what appeared an attempt the hotwire the bike to get it started. I do not know the status of the motorbike, but my suspicion was raised due to this individual's behaviour and response to my queries. My expierence in reporting this to the OBSID control room I have the following suggestion: I think the control room would be able to reduce their response time by first confirming the 'scene address' and relay it immediately to patrol car for follow up while the caller is place on hold for a few seconds. After which the caller can then be asked to continue to describe the events and personal details (repeating & spelling as many times as necessary to make the incident report). This is obviously all important informatiom but could be very time consuming especially if a crime is in progress.
