Taken out of context? The question is, is it ever ok to joke about hunting and shooting people as if they are "local wildlife"? While you may feel this is appropriate to do with friends behind closed doors, this is a public forum. Nicci is absolutely right - this kind of metaphor falls under the "never again" category.
The apology should not be "IF I offended anybody" (that's not an apology), but rather an apology for using language like that in the first place. As for the incident which brought about your email in the first place, I wish I had some suggestion which could help you. There isn't some simple solution to people making loud noise in the street. Generally the context is people having a good time, and most people find it difficult to remember that they're in a different context once leaving the house/bar, and that people are trying to sleep - and so continue being loud. Maybe we could install some kind of streetpole-mounted noise detector which broadcasts a directed high pitched sound for a few seconds at the source of sudden loud noise which happens after 10pm? No idea if those even exist!
