Havent seen the chap you speak of but we find what I assume are drug wrappers in our garden all the time; wind blows them in. Threw away three that we found in our garden in Bowden opposite FAMSA today. Perhaps the security cam that they have installed outside the bar at the corner of main and bowden has picked something up, not usre who operates that.
