I would argue in favour of the correct appropriate mix.
Two cars, patrollers, movable mobile unit, cameras that can be shifted to cover 
hot spots, volunteer patrolls, eyes and ears of all who are on their way 
somewhere

This isn't really a response to the original query, I just wanted to report 
back on the impact the unit has had on crime in the lower Obs area.  

We went from having multiple incidents every week, sometimes multiple incidents 
a day, to having just two in the time that the unit has been in place. Strubens 
Rd was being targeted almost every day, and is now very quiet. The two 
incidents that did occur were a house-breaking in Lower Wrensch (where the guy 
got caught and arrested) and the theft of an outside tap. This is based on the 
reports from the Whatsapp group in our area, so the information might not be 
complete. But it looks like the unit has driven down crime dramatically, not 
just in that street, but in the whole lower Obs area.

If this is typical - that having the unit in an area drives down crime all 
around it - shouldn't we re-evaluate the allocation of patrol funds? Setting 
aside the question of the funds spent on the cameras, which is already an 
active debate, shouldn't we cut the two patrol vehicles and spend the money on 
more foot patrollers and guard booths? Are the vehicles really effective, given 
that the OPS is not allowed to arrest or detain anyone? Wouldn't a few 
patrollers on bicycles be just as quick to respond as one in a vehicle, given 
the small size of the suburb?
