Just like one little light can dispel the darkness, the effort of people greeting their neighbours and informing themselves hop to notice and report problems will over a short period get us all to take responsibility for the community space. As we use it more as community space it starts to become safer and when there is always someone watching what is happening, while walking, riding a bike, driving off and returning, employing extra patrollers while this transition is still ongoing, we will have much greater chance of noticing unusual activities and immediately reporting them to be investigated by our trained and experienced OPS employed with our money to take care of holding back the crime.... but its success depends on our reporting with clarity and urgency.
