foot patrollrs, yes, but only if they are properly trained, briefed and focussed on the task at hand. Most (not all) of the existing ones are utterly useless. How often do we hear examples of them sitting in the sun chatting to buddies, or talking on personal cell phones, or playing lotto at the Spar in uniform, or just aimlessly wandering about.
