Clearly there is a need for proper training, motivation  and supervision that 
also requires detailed report back two or three times a day and interface with 
local volunteers who could get a good sense how effective the patroller is.

My vision is to have localised identified local mini community blocks checked 
on by part time volunteers out on the street  as a coordinated roster (like 60 
to 90 minutes a week). These groups of streets could be supported by part time 
paid helpers, sponsored by others who are not volunteering on the street. 
My proposal is to have a clear grouping of about 14 defined mini communities. 
These voluntary part time dedicated eyes and ears need to be coordinated by the 
area coordinator and trained by a security specialist but may be defined as 
local 'Observer-reporters' or Obs-spot-rep’s. They should not be regarded as 
security guards but should be in radio contact.. at least one per area! 
They should be assisted to get to know the particular block and its community 
while also assisting OBSID with a range of local issues that make us safer, 
cleaner and smarter.

Groups of mini communities should be serviced by trained patrollers on bikes. 
who would circulate through the groups of areas, checking on each and being 
available to assist from close range within minutes. 
Lets say One bike below the railway line, One between Lower Main and railway 
and one between Lower Main and Main Road. In addition an additional bike would 
circulate along Lower Main, Station Road and be available to assist the local 
security appointed by businesses in Lower Main.   
That’s  4  bike patrollers who may be reduced to two  when its noted there is a 
quite period and there is no need for intense 24/7 on bikes...at some future 
time. 

In addition one needs at least two vehicles on patrol with at least one on the 
road at any time, giving back up to the preventative bicycle patrollers and the 
spot reps.

Cameras need to move from one hot spot to the next and lots of fake cameras can 
also be installed so criminals think they are watched all over.
We need good support between all security companies, local security guards and 
the S A Police plus Metro City tickers.

The community and businesses need to be motivated and trained to be vigilant 
and responsive to report all worthwhile info that needs to be filtered and 
checked so appropriate action can be taken immediately and followed up by 
capable teams of administrators, giving intelligence information back on a need 
to know basis.

Escape routes need to be limited particularly when monitoring is reduced  after 
hours and Cameras need to track the open routes so fleeing vehicles and people 
on foot are identified and urgent calls can be sent to other patrolling 
vehicles on routes of fleeing suspects.

We need to aim for a dramatic shut out of crime and this can be achieved if we 
go for a short high intensity involvement of the broad community, residents and 
business to cover the entire area so every criminal or opportunist is caught in 
the act. Within two or three months we can go back to s maintenance program 
that will be affordable while the collected intelligence will assist to keep 
levels of crime low at a reasonably low cost.

The three months of intensive involvement of the community will help to train 
us all to continue to be responsive and effective in our reporting but may not 
require as much volunteer input from then on and instead we con continue our 
community efforts in creative input in other fun issues like festivals,the arts 
and crafts and cultural entertainment development potential that Observatory 
has as a VIBRANT HERITAGE, ARTS & CULTURAL, ‘SPECIALITY VILLAGE’ ENTERTAINMENT 
venue!
