No resident is authorised to “deem’ anyone as anything near guilty of anything unless there is clear evidence that has been proved to be valid. There is a clear understanding confirmed by police and security personnel that any report of a suspicious person will not be assumed to be guilty of anything. Criminal accusation is only based on hard evidence and reporting of “possible suspicious behaviour” is in no way regarded as an actual claim of evidence of guilt of any offence. It is in no way seen to be like laying a charge against someone or giving evidence against someone. It is simply to ask police or security to keep an eye out to check if there may be something going on and this question may be without any evidence whatsoever. It is unfortunate for this kind of reporting particularly when accompanied by taking a photograph or making a descriptive observation, to be stated or shared as if there is something to report, when there is actually no basis for it at all, other than a bit of idle curiosity.
In this case the person being photographed is a well known upstanding resident of Observatory and his privacy should be respected. To me, photographing perceived suspicious behaviour should only be seen to be valid when there is actually some suspicious behaviour observed, like when one thinks that some crime is being committed, not when nothing suspicious is actually happening. If there is actually no real suspicious behaviour happening, it is just upsetting and rude to photograph someone since it is intrusive and there is no basis for it (in my opinion).
