Waiting weeks/months for Telkom to fix is normal. If you get to talk to anyone, it's usually a customer support person who simply reads that the contractor (Telkom has few repair staff left) is fixing the problem, which means nothing. Telkom contractors also sometimes mark a problem as fixed when it isn't, forcing you to start the whole process again.

The last time I had a Telkom line I waited a month for repairs, twice had the ticket closed, was told multiple times that a contractor had been appointed 'today' (meaning the same thing they told me the previous days was false), and was told multiple times that the problem had been 'escalated' (which also made no difference). Eventually I cancelled (which wasn't easy either, but it helps to simply stop paying and demand a refund for the downtime).

Hopefully they'll eventually fix your mom's line, and it's usually reliable while it does work, but Telkom has basically given up on its landline business, so perhaps she should make alternative arrangements.
