At 24 he is too young to be retired military.  It has been a long time since I 
was in the military, but health care ended when we were discharged.  I have not 
heard anything about him being a disabled veteran.  Recovery from head trauma 
could take a long time, and there may be residual problems much longer.  I 
doubt that he will have much trouble getting a settlement from Oakland.  There 
is at least one recent precedent.

If he has military insurance he is covered at 100%.   Tricare is good like 
that.   Too bad we can't all have that coverage.
