That's right. Each of the sub projects is namespaced into its own repo.

Try:

hg clone https://code.google.com/p/ocropus.ocropy/

See also http://code.google.com/p/ocropus/source/checkout?repo=ocropy. You
can change repositories by using the dropdown on the top right.
