As long as you only read the Matlab documentation (and not any code), I
don't think this should affect your implementation. You should be able
to apply any license of your choice. What license do you want to use?

I don't think this belongs in Octave, but you can put it in a package
and host it in Octave-Forge. This is the idea behind Octave-Forge, and
your work will be a welcome addition.
