The problem is that its not clear where the DLL should be installed, and it
doesn't easily fit in the scheme of the package manager to have a library
within an octave-forge package. So if possible I'd rather get rid of the
library. If we can have the libfixed.a import library created, I don't
believe it has to be installed and it will allow the example files t be
built.

I'll try to install a mingw and check if I can't figure this out..
