 From the thread the CLN author states he contacted licens...@fsf.org.. 
Given his statements I doubt he asked a question is a sense that is to 
the benefit of a VC++/Octave release.. I'd still suggest contacting FSF 
for their position of distribution of the VC++ runtime binary installers 
on the basis of it being part of the compilation process.
