What I did in this case was to try and make a release for a particular 
version of Octave (3.1.55 in this case) and so the fact that all 
packages could be build with a single version of Octave wasn't an 
issue.. As you say this often meant quite a bit of bug fixing for the 
packages and in this case a transition from 3.0.x to 3.1.x will create a 
certain number of issues.
