I have confirmed the link has not worked.

However, this may be issue of the octave-forge web not octave itself.
Certainly relationship of octave project and octave binaries on the 
octave-forge project is not clear
for those who  are not familiar to the octave project.

This is an issue of octave-forge project so that I transfer your post to
