I suspect that this problem is also present in more octave-forge packages than just 'ann' and 'ftp', it's just that the 'ftp' package is as far as the build got, so it probably requires a systematic sweep across all packages. Has anybody successfully built the entire bundle with octave 3.2.x yet?
