Oops, I forgot to update the INDEX file.  The cl2bp function belongs in 
the "FIR filter design" section.

However, I noticed that the INDEX file includes various functions which 
are not actually part of the Octave distribution: fircls, fircls1, 
firrcos, intfilt, etc.  Is this normal?
