Did the current buffer.m lack functionality that the matlab version has? 
i.e. has the compatibility from the perspective of provided features or 
function syntax increased? If so, improvements are very welcome. You 
should post them here for review and discussion. Best case: post 
differences of the current (old) and your (new) version.

Well, functions without documentation are - frankly - of little use in 
publicly available packages. So in order to add them to the signal 
package, adequate documentation is necessary.

I am sorry, I don't feel I really understand what you want to say by 
"difference between this function and Matlab function".
What is it that you'd want to offer in order to include it in the signal 
package?

Functions to be added should bear documentation (in texinfo format), an 
appropriate license (preferably GPL, or compatible) and follow some 
coding guidelines to make them easy to read, understand and maintain - 
If you'd like to add functions, then please post them here for discussion.
