Sorry if this just adds insult, but it worked for me too.

I just tried. I have an sf.net mingw install of 3.2.4 (with all
packages except the ever-troublesome oct2mat). I downloaded xraylib

http://octave.sourceforge.net/packages.php

Then did
 pkg('install','C:\andy\downloads\xraylib-1.0.8.tar.gz','-verbose')

I get this line too. But it does not matter
rm: cannot lstat `libxrl.a': No such file or directory

It is followed by
make[1]: [external] Error 1 (ignored)

Octave then paused for a while, and I pressed enter impatiently (this
may be irrelevant!). Then the prompt returned and I did

>pkg load xraylib
>AtomicWeight(3)
ans =  6.9400
