octave 3.4.0-3 with cygwin-1.7.8 should work also on W7. I am not sure about the plotting. cygwin-1.7.9 is causing same headache, as plotting is broken on all the platform XP, Vista, W7. The problem of libgfortran3-4.3.4-4 that hit octave-3.4.0-2 few week ago has been solved.
