Testing binaries octave-3.4.2 can be downloaded from http://www.tatsuromatsuoka.com/octave/Eng/Win/ unfortunately there is only an efforts to implement a few octave-forge package (java and windows packages.) No schedule of official release for octave 3.4.2. That is a situation of windows version of octave. The more contributors need to appear for octave for windows.
