It seems your netcdf has some issue.
 From my "netcdf library version 4.2 of Jun 19 2012 23:08:39"

$ ncdump -k http://hycom.coaps.fsu.edu/thredds/dodsC/atl_ops
classic

Or something is changed between 4.2 and 4.2.1.
