Most certainly not. For most packages we have releases (e.g. foo_2.0.bb)
as well as floating packages (e.g. foo_cvs.bb) to make it easier to
track upstream development.
Get your distro maintainer to look into it if you encounter cvs releated
breakage.

There is only 1 case where it would make sense to lockdown the srcdate:
packages that only have 1 foo_cvs.bb.

Just put a fixed SRCDATE in your local.conf. Much easier as going trough
a zillion .bb files.
If even that isn't an option, please switch to a release branch.
