I've never tried it, but it seems like a stretch to run OE on windows.
I would probably run some version of Linux on top of vmware-server on
your windows machine -- though, unless you have 512M - 1G of RAM, this
may not be practical.  Doing a full OE build takes around 4 hours on a
fairly recent machine, so you may be looking at multi-day builds ...
