Combine ListFixedAssetStdCosts and EditFixedAssetStdCost screens into one screen

I think we should combine ListFixedAssetStdCosts and EditFixedAssetStdCost
defined in FixedAssetScreens.xml into one screen: EditFixedAssetStdCosts.
This will make it more consistent with patttern followed in other similar
screen.
