Well, actually there is: use-when="(parameters.get("communicationEventTypeId")!=null)&&(parameters.get("communicationEventTypeId").equals("EMAIL_COMMUNICATION"))" with escade codeings. Actually, I don't understand what is the problem.
When you want to use &, <, >, ", etc. in XML you need to use &, <, >, " or use CDATA area.
