My advise would be to keep support for level 3 browsers, even if that is a
pain in development.  It can also be a pain to test your app on the multiple
versions of browsers.  M$ could help in this respect by allowing IE3, IE4
and IE5 to be installed on the same machine!

Recently, we had 3 clients who each have over 5000 workstations installed
with NS 2.0!  It is not practical for them to switch to NS 4 - so we were
stuck with level 2 browsers!  Just as well we did not remove support for
level 2 browsers then!  At the very least make your app behave properly with
level 3 browsers.  Disable certain cool features - to encourage people to
upgrade.
