If the product is part of the Standard Delphi install - then Borland is responsible.

Imagine the uproar if one purchased a new car (no optional extras). The gear-box fails 
and being 
told by the vendor "We did'nt make the gear-box - you'll have to go to the Shonky 
GearBox Co to 
have that fixed."

If Borland do not or did not want to be responsible then QReports should have been in 
an 
optional ('third party stuff') directory with the notice something along the lines 
that these have 
been provided free of charge but the decision to install is up to the user - Borland 
accepts no 
liability for third party products. The user then installs at his/her own risk.

The problem here is that after Report Smith fell from grace, there was a serious gap 
in the Delphi 
productivity marketing features (How can we ship a product without an effective 
reporting tool? - 
we'll get our a...s kicked!) - Borland (in my opinion) chose to fill that gap with 
QReports and save 
the embarrassment of being reviewed as "wonderful product - spoiled by the lack of 
reporting 
tools". Don't make users pay for marketing decisions that go wrong.

        Fortunately for us we remove QReports from the VCL at birth so no one could be 
tempted.
