I wondered if it had an embedded EOF character and should be transmitted as binary. No
idea what the FTP EOF marker is tho. Could be DOS ^Z or Unix ^D.

if it is just an ASCII file, just download it as an ASCII file, not a BINARY
file which some FTP Progs default to.
This used to really anouy me about PERL scripts...always seemed to forget to
send them as ASCII and wondered why the never worked !!!

There is *certainly* a degree of file caching going on with IIS web
and ftp, also files being "held" open by one or other for a time
since the most recent access, which can be extremely annoying
when you want to administer them. The behaviour may vary
between IIS versions and service packs...
Solution: start/stop the FTP service (yuk). Or wait a while. Alas, I
don't know of a remote way to tell FTP to flush whatever caching
it is using to achieve this unwanted effect. HOWEVER, there are
other FTP server programs out there...
