Scan the archives.... This has come up many times... OFF-TOPIC is
not necessarily delphi but at least pertaining to computing such that it's
will
still touch on interests of most members of the list. So discussing OS
choices
and availability is ok - music choice is not really (Although I'm everyone
has
some sort of music choice (I hope there aren't any out there without
anatomical
excuses that don't like some music))...

Discussing Perl without discussing interfacing with delphi would be a
reasonable off-topic thread - you see it then still relates to computing
once again...
Note that OFFTOPIC is still prefixed by DUG... This at least should secure
some
acknowledgment that the intended audience is not truly 'general'...
