Version Control - CVS/WinCVS (www.wincvs.org), whilst WinCVS is quite
'simple', it does pretty much all I need. CVS as a pserver on a linux box

Build management, I have a few batch files that I botched together that
just run installshield/package for the web to make and build up the
install set, and finally a little util I wrote renames the package based

I'm not making use of wreq (http://www.math.duke.edu/~yu/wreq/), which is
a nice wee GPL web-app that seems to do its job quite nicely, I'm using it
both at home and work now, I've hacked the source to add a css reference
so I can make it look nicer too :)

I use GExperts (www.gexperts.com/gexperts) as pretty much the only addin I
have really, it's also GPL :)

I use Time2Help (www.time2help.com) to make documentation from my
components to make a helpfile that can be included in Delphi, very handy,
and I should really make more use of it.
