Have used MS Visual Source Safe for quite a while now.
While it is a MS product and the database needs repairing at times (and you have to apply every patch & keep backups), it is pretty simple and works well.
Don't know about cost of it these days but I don't think it is terribly expensive, but if price is an issue look at an open-source VCS like CVS.
