A Seperate Tool or a Delphi component? If you are after an application then FileZilla (http://filezilla.sourceforge.net/) is great. If you want SCP/SFTP then WinSCP (http://winscp.net/eng/index.php) is pretty good for that.
If you are after a Delphi component then the Indy one is fine.
