In terms of bang for buck with a PC these days, you can't go past the Intel Core 2 Duos. E.g. E8200 with 3MB cache per core.
I just priced (about 2 weeks ago) up a replacement motherboard, Ram, CPU (E8400) and graphics card (low end DX10) for under $700. However if you intend to run VM/multiple Vm's most of the time, you should ideally go for a quad core instead. VMware is still better than the MS offerings. Myles.
