We tested out SMS with message-media (OZ company) at the end of last year. Worked well. There was also a NZ company who was reselling their service with a slightly different cost structure.
They had a COM based interface and were in the process of releasing a NET 2.0 web service based interface. However either way, they provided the COM object or a .NET assembly to which you interface. Pretty simple to use. I.e. expect to have a working interface (not production quality) in an hour or so (or less). You can send out a SMS and the recipient can reply (without you having a number). Was still about 20c per message or a bit less. If you want a number to which users can txt, then there is a fixed line cost of in the region of $250-$300 per month from memory.
