For basic templates I store them using a FlashFiler (TurboPower derivative - now open source) embedded database engine (http://www.fssql.com/).
If you are willing to reference the Windows SDK (I think this is the latest download

) for IHTMLxxxxxx interfaces,
and make use of the components (including TEmbeddedWB) freely available from http://www.bsalsa.com/product.html (which enhance and extend Twebbrowser et al).
—With a reasonible learning curve you can put simple or some quite sophisticated solutions together very quickly (incorporating whatever level of WYSIWYG that is needed), and leverage skills for future work.
For Twebbrowser and TEmbeddedWB there is a useful forum for Delphi on http://groups.yahoo.com/group/delphi-webbrowser/
At Bsalsa, Check out the included: TRichEditWB is a component that is wrapped around TRichEdit. "

But haven't tried any in great detail yet.
In an ideal world I would write everything in Delphi....
