Mr. Officer, a valid vote has been made. Why can't you accept it? Your problem appears to be, the the old (still valid) constitution has been a good one, which is one of the reasons why you cannot simply get rid of it (while maintaining compliance). Proposal: Put the poll in a while loop and run it each day, until it gets through. Zimbabwe! (Or simply EU-constitution!!) Well, I just love true democracy, yeah. Hurray.
