1. It records the association between an individual's voting rights and 
the collectives that granted those rights.

2. It will allow us to provide per-community ballots in the future if it 
is ever needed - the current poll system has support for this but it 
hasn't been used.

The list of people eligible to vote in community-wide elections such as 
the OGB elections is simply the list of registrants who have one or more 
relationships with any collective of the 'Electorate' type.
