I didn't define it (because it is defined in section 7.5 of the Constitution);
they show up here in 2.2:

        The Facilitators of the Community Groups wishing to initiate the
        Project shall, as a joint action, send ...


The current wording says that the CGs themselves should send something,
clearly a semantic impossibility.  Since the constitution requires the
Facilitator to "communicat[e] the Community Group's status to the OGB",
this naturally seems their job.
