The current OGB members may only spend one hour a week meeting "normally"; (lately I know that they have several other meetings so that one hour has stretched into several per week). However, based on past commentary, it would appear that much of their time is just spent trying to keep up with the torrent of information that this community produces. I have heard that this is a significant amount of time. A person could spend all day doing nothing but trying to stay on top of all of the things happening in the community (especially on mailing lists). Perhaps this is an area where the facilitators for each CG need to be responsible for providing the summaries of their activities to the OGB on a more frequent basis so that the OGB can focus on being a legislative body with great responsibility; instead of list moderators on top of a insurmountable mountain of responsibility.
