One editorial comment: At various points the policy says that "the OGB" will do such-and-such, except Section 2.5, which says "the OGB or its designate". This implies to me that only the Section 2.5 items can be delegated. But then in the implementation section, stuff from Sections 2.3 and 2.4 gets delegated to Eric.
I think the easiest way to clean this up is to delete "or its designate" from Section 2.5, and take it as given that the OGB can delegate anything it wants to. mike
