Immaterial. What matters is the list of Members eligible to vote on the
date of record. That is currently defined as those who had current Core
Contributor Grants *and* logged into the auth app and verified their
account as of February 14, 2010 (23:59hrs PT).

Whether they're active doesn't matter, they needed to do the verification
step.

All this was decided and communicated some time back.
