Sequence numbering is entirely up to whoever creates the page :-)
Given that each new or updated policy will have a new number, and that the existing approved policies are final and thus shouldn't be updated (even with discussion) we should create *new* policies, if necessary copying the old one verbatim as a starting point, and work solely on the new.
