Completely agree. I moved the edits out of 2008/001 and added them to  
2009/001, then reverted 2008/001 to its original state. I think our  
policy should be that once adopted, the only change we will make to a  
wiki page containing a resolution is to add the fact it has been  
superceded and a link to the now-current rule.
