AltAlan's point -- and I agree with it -- is that it's quite apparent
that many people reading that document haven't the foggiest what that
text actually means.

To them, it looks like the OGB "approves" projects, and that's why we
keep getting those plaintive and misdirected email messages to approve
the FooBar Project.

I agree with making this document clearer.  It should explicitly say
that the OGB itself doesn't approve projects, and that you (the
project proposer) need to find and talk to the appropriate community
group (or groups ...), and then get that group's facilitator to talk
to Eric.
