As we've been discussing, the current project guidelines specify in 
section 2.2 that the OGB should be notified. Yet the OGB has essentially 
been telling people to stop notifying the OBG, and to notify a new alias 
(project-setup I believe). If that's the official policy that you want 
followed, the guidelines need to be updated.
