Partly because it's a chicken-and-egg problem: newbies post to -discuss
without reading the RUles of Engagment (as it were).  Perhaps a note
about what is OT in the subscription confirmation email would help?

(Incidentally, I unsubscribed from -discuss months ago due to the low
SNR, but I wish I had enough time to stay subscribed.)
