I personally am not aware of any locale that uses commas for decimals in 
any date context. ICBWT.

I also suspect that ISO-conformance/compatibility is out of place here; 
and that the consensus (ie. the Community decision) will sway 
(correctly, IMO) towards the more generally accepted dotted notation.
